I will be introducing some subjects on this blog that I invite viewers to comment on. There is nothing "official" about this Blog. It reflects my own views and may also reflect the views of those who add comments which are very welcomed.It has been set up to give me some feedback on Town Topics and to provide an easy way for friends and constituents to let me know what's on their minds. Well it has finally gone out to potential bidders and it is posted on our Town Website, www.townofmamaroneck.org Look on the left side of the homepage, under "News & Notices."

There will be a prospective bidders conference and we will listen to all suggestions and comments. That goes for any of our citizens who care to comment as well. We'll be holding at least 7 meetings to hear comments and answer questions as the process moves along.

When or if we decide to proceed is a current topic of discussion among the Town Board. While we might have our responses back in August, we don't like to make major decisions when a good percentage of our constituents are still out of Town for Summer Vacations. We are already pretty much resigned to the fact that the tax roll of 2014 is likely to be the earliest possible time to implement any new tax roll. There are Town and Village of Mamaroneck elections coming up this fall and it would be nice to keep "politics" out of the "decision" process if at all possible.

Thank you for an informative summary. Some confusion, as you and others reference a 2014 date while the RFP you reference is easily interpreted as a 2013 date for the same project point. Clarification to us possible?

Good thought about August. Will "constituents" also be given the ability to review the bidders' "responses" and a reasonable time to consider them, so if we choose to, we can make thoughtful comments to the Town?

Everything in the RFP anticipated the 2013 tax roll but our Assessor, Susan Thomas, feels, due to the various delays in getting out the RFP, that 2013 might be too ambitious for her relatively small staff to handle all the required tasks in time for the 2013 rolls.

The question should be raised at our next Town Board meeting coming up on Wed. Sept. 18, 2011. We should know better once we start talking with prospective bidders.

RFPs expected to accurately describe the tasks including any time frames required.

Does not appear even to be agreement on what is to be done.

Time for a new RFP?

We are not changing the time frame for when we expect the successful bidder to complete their work. We are just thinking about the work the Town will have to do in order to complete the process. The time necessary to hear and resolve the potential complaints from residents, prior to issuing the new roll, will depend on how many disputes will have to be resolved.

Interesting discussion. But why would the Town pay for a fresh roll for 2013 that it can't use before it's stale date in 2014 and why an R.F.P. with a seemingly inaccurate project plan?

This project seems to be a Swiss cheese sandwich leaving many hungry.

Not so. It has been almost 50 years since the last one. The extra year, if it is needed, should have a negligible impact on the relative value of Town properties.

This RFP is just that, a request for proposals. It is not a bid spec. We fully expect potential bidders to come back to us with questions and suggestions. We are in no way obligated to pick the "low bidder." We are looking for the best value for the Town.

50 years ??? Now a rush ??? Why not wait 2 years for the County to do it ??? Sense or Nonsense ???

Probably correct that relative values could remain stable over a year, but not necessarily! The reason for 3-5 year costly reassessments. The Request For Proposals asks potential vendors to price a 2013 service and a 2014 additional service.

Looking for the vendors to tell the Town what to do after its years of expensive study and not obligated to take the lowest bid? How will the Town be able to recognize the best value? Will it overpay and get poor value?

New Castle bought the same consulting study Mamaroneck did. New Castle decided to wait for the County to do revaluation. Mamaroneck hired the consultant to manage a Town revaluation project. Where is the sense and where is the nonsense?

Stories say that the Town Supervisor and at least one Town Councilperson are getting out before this is to be done. Sensible?

You’re able to talk about it sensibly. If you're not getting out, Sensible Town Supervisor candidacy in the making?
